This portal is to open public enhancement requests against IBM Z Software products. To view all of your ideas submitted to IBM, create and manage groups of Ideas, or create an idea explicitly set to be either visible by all (public) or visible only to you and IBM (private), use the IBM Unified Ideas Portal (https://ideas.ibm.com).
We invite you to shape the future of IBM, including product roadmaps, by submitting ideas that matter to you the most. Here's how it works:
Start by searching and reviewing ideas and requests to enhance a product or service. Take a look at ideas others have posted, and add a comment, vote, or subscribe to updates on them if they matter to you. If you can't find what you are looking for,
Post an idea.
Get feedback from the IBM team and other customers to refine your idea.
Follow the idea through the IBM Ideas process.
Welcome to the IBM Ideas Portal (https://www.ibm.com/ideas) - Use this site to find out additional information and details about the IBM Ideas process and statuses.
IBM Unified Ideas Portal (https://ideas.ibm.com) - Use this site to view all of your ideas, create new ideas for any IBM product, or search for ideas across all of IBM.

Are you aware that in V1.1.0 of the Explorer we introduced the "SM Administration" perspective ?
I have broken the "create a CICSPlex" down into 3 parts ... CMAS to CMAS communication, CICSplex definition and populating and organising the CICS regions within the CICSplex.
1/ A key element to CPSM is the ability to link CMASs together to form a connected network enabling a user to manage CICS regions across multiple LPARs and even Sysplexes. To do that it is necessary the create individual CMAS to CMAS communication links. The SM Administration perspective provides this capability in the "CMAS to CMAS Link Definitions" view.
2/The SM Administration perspective includes a "CICSplex definitions" resource (CPSM CPLEXDEF) from which I can right-click to get "new" and create a new CICSplex.
There is one limitation here, namely there is no action on the CICSplex definition to enable a user to Assign additional CMASs to manage the CICSplex. This is a similar limitation to EYU9XDBT.
3/The other critical element is defining the CICS regions that are to be managed. Again the SM Administration perspective already has the capability to create "System definitions" (CSYSDEFs), and "System group definitions" (CSYSGRPs).
In Conclusion, with the specific exclusion of the Assign action on the "CICSplex Definitions" view it is possible to define and populate a CICSplex with regions and group them into appropriate sets of regions (e.g. TORs AORs FORs etc.).
